SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 14 - Howard County

26.102.

(b) (1) The board shall have [9] 13 voting members appointed by the county
executive with the approval of the county council.

(g) (1) [5] SEVEN members of the board, excluding the ex officio nonvoting
member constitute a quorum for the purpose of conducting business.

(2) The affirmative vote of at least [5] SEVEN members is required before
the board may take action.

26.105.

(a) Within 120 days after the end of the fiscal year, the authority shall send the
county executive and the county council an annual financial report [concerning]:

(1) CONCERNING:

[(1)] (I) The activities of the authority during the fiscal year;

[(2)] (II) The authority's financial standing at the end of the fiscal year;
and

[(3)] (III) Recommendations for the improvement and advancement of
the economic welfare of the county; AND

(2) CONTAINING THE AUDIT REPORT REQUIRED UNDER SUBSECTION
(B)(2) OF THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.
