5-541.

(a) (1) A local board consists of [ 5] 7 members [ and 2 alternates] appointed
by the Governor.

(2) If a single multicounty local board is established for 2 or more counties,
and if it is necessary that 1 or more of those counties have a greater number of members
on the local board in order for the local board to have [5] 7 members, the greater
number of members shall be appointed from the counties that have the largest foster care
populations, in order of the size of the foster care populations.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

AN ACT concerning

Educational Funding - Children Living in Out-of-County Living Arrangements

FOR the purpose of including certain children within the category of children in an

out of county living arrangement for purposes of determining a county's financial

responsibility under a certain educational funding formula; altering a certain

formula concerning monetary amounts due a local education agency under certain

circumstances; repealing a requirement that the State make a certain differential

payment to a local education agency under certain circumstances; altering certain

dates on which a certain financial responsibility of a county is determined and on

which a certain notice of the names of certain children is sent; altering a certain

definition; and generally relating to funding for the education of certain children in

out-of-county living arrangements.
