(A) Construct alterations to Kent Hall....................................................

36.09.00            MARYLAND HIGHER EDUCATION COMMISSION

(A) Community College Project Funds. Provide funds to assist the
subdivisions in the acquisition of property and in the design,
construction, renovation, and equipping of public junior,
community, and regional community college buildings, site
improvements, and facilities. The funds appropriated for this
purpose shall be administered in accordance with Section
11-105(i) of the Education Article, provided that $1,000,000 of this
appropriation is a grant to Harford Community College for the
Higher Education and Applied Technology (H.E.A.T.) Center.
Further provided that the State's contribution for the H.E.A.T.
Center shall not exceed $1,000,000.

Further provided that $75,000 of this appropriation is for the
construction of an outdoor amphitheater at Carroll Community
College. Further provided that the State's contribution for the
amphitheater project shall not exceed $75.000 (Statewide)............

36.13.00                            MORGAN STATE UNIVERSITY

(Baltimore City)

The General Assembly is concerned that adequate planning,
management and oversight of capital projects have not occurred at
Morgan State University in the past as evidenced by numerous
requests for supplemental appropriations. Senate Bill 123 gives
Morgan State University greater control over the management of
its capital program. In passing this legislation, the General
Assembly expects improvements in the management of these
projects and a decrease in the number of supplemental funding
requests.

(A)    New Ductbank. Prepare detailed plans and construct a new
ductbank to serve the Montebello complex.....................................

(B)    Engineering Building Addition. Provide the final phase of capital
equipment for the Addition to the Engineering Building...............

(C)    Campuswide Site Improvements. Prepare preliminary plans for
campuswide site improvements. It is the intent of the General
Assembly that funds for these site improvement projects should be
requested as part of specific building projects where possible and
be based on a facilities master plan..................................................

(D)    Hill Field House. Provide supplemental funds to construct
alterations and an addition to Hill Field House..............................
