AN ACT concerning

Creation of a State Debt - Maryland Consolidated Capital Bond Loan of 1996, Maryland
Consolidated Capital Bond Loans of 1990, 1991, 1992, 1993, and 1994, and 1995, General
Construction Loan of 1987. Water Quality Loans of 1974 and 1983, Chesapeake Bay
Water Quality Loans of 1984, 1985, 1986, 1987, and 1988, and Controlled Hazardous
Substance Loans of 1986, 1987, and 1988, and Law Enforcement and Correctional

Training Fund

FOR the purpose of authorizing the creation of a State Debt in the amount of Three
Hundred Seventy Five Million, Eight Hundred Seventy Six Thousand Dollars
($375,876,000) Three Hundred Seventy Four Million, Five Hundred Ninety Nine
Thousand Dollars ($374,599,000) Three Hundred Seventy-Three Million, Three
Hundred Fifty-One Thousand Dollars ($373,351,000), the proceeds to be used for
certain necessary building, construction, demolition, planning, renovation,
conversion, replacement, and capital equipment purchases of this State, and for
acquiring certain real estate in connection therewith, and for grants to certain
subdivisions and other organizations for certain purposes subject to the requirement
that certain grantees provide certain matching funds of a certain type by a certain
date; providing generally for the issuance and sale of bonds evidencing the loan;
providing for certain unexpended appropriations in prior Capital Budgets and Bond
Acts to be expended for other public projects; providing that the authorizations of
State Debt in certain prior Capital Budgets and Bond Acts be reduced by certain
amounts; extending the time on the availability of funds for certain unexpended
appropriations in prior Capital Budgets; changing dates for certain studies;
expanding the purposes and scope of capital budget appropriations of the Law
Enforcement and Correctional Training Fund; and generally relating to the
financing of certain capital projects.
