(4)     meets the financial eligibility requirements established by the
Governor's Office for [Handicapped] Individuals WITH DISABILITIES AS A RECIPIENT
OF:

(I) TRANSITIONAL EMERGENCY MEDICAL AND HOUSING
ASSISTANCE (TEMHA);

(II) SUPPLEMENTAL SECURITY INCOME (SSI); OR

(III) AID TO FAMILIES WITH DEPENDENT CHILDREN (AFDC); and

(5)     at the time of application is not receiving similar services which are
available and can be provided in a timely manner through another program.

(f)      "Specialized customer premises equipment" or "equipment" means any
communications devices designed to assist program participants in using the basic
telephone network.

(g)     "System" means the method which the Department shall use to provide
financial assistance to eligible program participants for the purchase of the equipment.

4-1103.

(a) The Department of General Services in consultation with the Board and the
Governor's Office for [Handicapped] Individuals WITH DISABILITIES shall establish
and administer a program to assist eligible program participants to purchase specialized
customer premises equipment in accordance with § 4-1007 OF THIS TITLE AND the State
budget.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1996.

(Senate Bill 104)

AN ACT concerning

Maryland Medical Assistance Program and Maryland Pharmacy Assistance Program -
Prescription Drugs - Generic Substitutions

FOR the purpose of altering the prescription drugs for which the generic forms are
required to fill certain prescriptions under the Maryland Medical Assistance
Program; repealing certain publication requirements of the Medical Assistance
Program related to certain generic substitutions; establishing a certain exception to
contain certain notice requirements regarding certain changes in pharmaceutical
rules or requirements under the Maryland Medical Assistance Program and the
Maryland Pharmacy Assistance Program; authorizing the Department of Health
and Mental Hygiene to waive a certain requirement under a certain circumstance;
