Ch. 49                                      1996 LAWS OF MARYLAND

(c)     The term of a public member is 3 years and until a successor is appointed by
the Governor.

(d)     Public members may be reappointed, but may not serve more than two
consecutive terms.

(e)     The terms of the public members are staggered, as required by the terms
provided for members of the Board on July 1, 1994.

(f)     A public member who is appointed after a term has begun serves only for the
rest of the term and until a successor is appointed and qualifies.

(g)     The Governor may remove any member for incompetence or misconduct.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1996.

CHAPTER 49
(House Bill 310)

Calvert County - Budget Amendments

FOR the purpose of eliminating a requirement that the County Commissioners of Calvert
County approve certain budgetary adjustments by resolution; expanding the types of
administrative transfers that the County Commissioners may authorize by
resolution; and generally relating to procedures governing budgetary adjustments in
Calvert County.

BY repealing and reenacting, with amendments,

Section 5-103

Article 5 - Public Local Laws of Maryland
(1986 Edition and July 1991 Supplement, as amended)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 5 - Calvert County

5-103.

(a) The [commissioners] COUNTY COMMISSIONERS may change an adopted
budget only by resolutions that comply with this section, the Maryland Constitution, state
laws or public local laws. Changes may not be subdivided to alter the applicability of the
requirements of this section.
