(2) UNLESS ACQUIRED AT PUBLIC AUCTION, THE COUNTY
COMMISSIONERS MAY NOT ACQUIRE USED PERSONAL PROPERTY IF THE PRICE
EXCEEDS $5,000 UNLESS THE COUNTY COMMISSIONERS FIRST OBTAIN TWO
INDEPENDENT APPRAISALS OF THE PROPERTY.

C. When deemed necessary or advisable to purchase trucks or other
road-building or repair equipment, [it shall be necessary for] the County Commissioners
[to advertise for bids on any purchases where the purchase price exceeds one thousand
five hundred dollars ($1,500.), and they] shall make all due and reasonable effort to
[purchase] OBTAIN the same at the lowest possible price [and, except in cases where
equipment can be obtained to the advantage of the county by purchasing at public or
forced sales, shall circularize local or other dealers handling or selling the type of
equipment needed, giving all specifications and requirements]. ACQUISITION OF
EQUIPMENT SHALL BE IN ACCORDANCE WITH § 20-14 OF THIS CHAPTER. The County
Commissioners may trade in old equipment on new purchases or dispose of old
equipment whenever they deem the same advisable or expedient. The County
Commissioners shall budget the amount to be expended for road machinery and
equipment each year.
Article 25 - County Commissioners

(1) (1) To provide for competitive bidding for any county work and the making
and awarding of contracts for the purchase of materials and supplies in excess of $15,000
and to require bonds in connection with the work or contracts, regardless of the amount,
whenever the county commissioners consider it proper to require a bond; and if no bids
are submitted in response to any request for bids, to place the order in a manner that the
county commissioners consider appropriate.

(a) This section applies only to the following counties:
(1) Calvert County,
(2) Caroline County,
(3) Charles County,
(4) Dorchester County, and
(5) Garrett County.
(b) The County Commissioners in the exercise of their borrowing powers may.
(1) Purchase or lease any personal property necessary or desirable for the
operation of their respective county, pursuant to a multiyear contract requiring that the
County Commissioners of the purchasing or leasing county make installment or rental
payments during 2 or more fiscal years;
