SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect

AN ACT concerning

Baltimore County - Discount for Early Payment of Tax - Repeal

FOR the purpose of repealing a provision of law authorizing certain discounts on county
property tax on real property in Baltimore County; making this Act subject to a
certain contingency; and providing for the applicability of this Act.

Preamble

WHEREAS, The Baltimore County Executive has acknowledged that lowering
closing costs is one of his priorities; and

WHEREAS, Baltimore County is the only subdivision in Maryland to have
mandated in State law a property tax discount of 2% in July and 1% in August; and

WHEREAS, Other Maryland counties, due to interest rate fluctuations, have
lowered their discounts or eliminated them altogether; and

WHEREAS, Lowering the Baltimore County discount rate by 50% would provide
sufficient funds to lower residential closing costs by $352 per transaction; and

WHEREAS, The Baltimore County Executive has pledged to propose such a
lower discount rate with the submission of his Fiscal Year 1996 budget and use the funds
to provide closing cost relief; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
