(ix) a representative of the Maryland Chiefs of Police, appointed by the
Governor;
(x) the Secretary of the Department of Human Resources or the
Secretary's designee;
(xi) the Secretary of the Department of Juvenile [Services] JUSTICE
or the Secretary's designee;
(xii) the Secretary of Public Safety and Correctional Services or the
Secretary's designee; and
(xiii) the Executive Director or the Executive Director's designee, as
an ex officio member.
SECTION 5. 6. 5. AND BE IT FURTHER ENACTED, That the publishers of
the Annotated Code of Maryland, subject to the approval of the Department of
Legislative Reference, shall propose the correction of any agency names and titles
throughout the Code that are rendered incorrect by this Act.
SECTION 6. 7. 6. AND BE IT FURTHER ENACTED, That Section 1 of this Act
shall take effect October 1, 1995.
SECTION 7. 8. AND BE IT FURTHER ENACTED, That Section 2 of this Act
shall take effect October 1, 1995. It shall remain effective for a period of 2 years and, at
the end of September 30, 1997, with no further action required by the General Assembly,
Section 2 of this Act shall be abrogated and of no further force and effect.
SECTION 8. 9. 7. AND BE IT FURTHER ENACTED, That Section 3 Sections
3, 4, 5, and 6 2, 3, 4, and 5 of this Act shall take effect June 1, 1995.

AN ACT concerning
Domestic Violence
FOR the purpose of altering the circumstances under which a police officer may arrest
certain persons without a warrant; requiring a police officer who has probable cause
to believe that mutual abuse has occurred and who makes a warrantless arrest to
arrest the person the officer believes to bo the primary physical aggressor; setting
forth certain factors a certain factor an officer is required to consider in determining
whether a person is a primary physical aggressor when considering whether arrest is
necessary under certain circumstances; requiring a law enforcement officer
responding to a report of an incident of domestic violence to interview the victim
and prepare a complete offense report; authorizing certain civilian employees to
prepare certain offense reports under certain circumstances; requiring law
