$250,000 of this appropriation is contingent
upon submission of a report indicating how
funds will be allocated to recipients. Further
provided that it is the intent of the General
Assembly that the Transitional Emergency
Medical and Housing Assistance Program
shall be implemented in a cost effective
manner which provides appropriate services
to eligible persons in need. In the event the
amounts herein appropriated prove
insufficient to operate the program, the
Governor is hereby authorized and
encouraged: (1) to increase the Special
Fund Appropriation to the extent additional
revenues become available, and (2) to
increase the General Fund Appropriation:
(a) by transferring funds from existing
operating appropriations in the
departments of Human Resources and
Housing and Community Development or,
(b) in the event that funds are not available
from within existing appropriations, by
requesting a deficiency appropriation for
this purpose at the 1996 Session.
Special Fund Appropriation
Provided that up to $10,000,000 of the funds
appropriated herein may be transferred by
budget amendment to the Department of
Housing and Community Development to
be used in the Rental Allowance Program
for individuals to be served by the housing
voucher program.

In addition to the appropriation shown on
page 76 of the printed bill (first reading file
bill), to provide funds for the Disability
Entitlement and Advocacy Program.
