32.12.01.02 Community Services

To become available immediately upon
passage of this budget to reduce the
appropriation for fiscal year 1995 to provide
funds to supplement the fiscal year 1995
budgets of the Walter P. Carter Community
Mental Health Center, Eastern Shore
Hospital Center and Spring Grove Hospital
Center. Consistent with fiscal year 1995
budget bill language, $5,000,000 was
transferred from four mental health
facilities into this program. The anticipated
movement of clients from the mental health
facilities to community facilities was not
accomplished, thus, creating a demand for
additional resources in the facilities.

In addition to the appropriation shown on
page 63 of the printed bill (first reading file
bill), to reduce the appropriation for
community mental health services. This
amount will be transferred to the State
Department of Education, Aid to
Education, Subcabinet Fund, to establish a
pooled funding account for Systems Reform
Initiative (SRI) services.
