(c)     (2) Except as otherwise provided by law, during the effective period of any
such regulation, the said employees and officers shall be subject to the rights, duties,
privileges, and responsibilities of the provisions of Division I of the State Personnel AND
PENSIONS Article that govern classified service employees, with the particular board of
county commissioners or county council, or the Mayor of Baltimore City, as the
appointing officer thereunder.

(d)     A person aggrieved by a final decision of the unit concerning the validity of
the debt or correctness of the amount may appeal the decision as provided for contested
cases in [§§ 10-215 and 10-216] §§ 10-222 AND 10-223 of the State Government Article.
If a person disputes a denial of a claim for a refund by the Comptroller on grounds other
than the validity of the debt or the correctness of the amount owed and that person also
is appealing an adverse determination of the Maryland Tax Court under § 13-532 of the
Tax - General Article, then judicial review of both decisions shall be consolidated.

(d) "Railroad" means railway company or any combination of similar words and
indicates a corporation, its subsidiaries, corporate affiliates, and parent companies
engaged as a common carrier in the furnishing or sale of transportation subject to [Part
I of the Interstate Commerce Act] SUBTITLE IV OF TITLE 49 OF THE UNITED STATES
CODE.
