Aid to Non-Public Institutions of Higher

36.09.00.05 Aid to Community Colleges - Formula
General Fund Appropriation, provided that
$5,000,000 of this appropriation is to be
used to fund one-time instructional and
research equipment grants to the
community colleges as determined by the
Maryland Higher Education Commission;
and further provided that no part of these
funds will be used for increasing the State's
share of Aid to Community Colleges as
contemplated by Section 16-403 of the
Education Article; and further provided
that the $5 million for instructional and
research equipment may not be expended
until (1) the budget committees receive a
plan on the criteria and methodology that
the Maryland Higher Education
Commission will use to allocate these funds
to community colleges; and (2) the
committees have reviewed and commented
on the plan or 45 days have elapsed from
the date the report is received by the
committees. This requirement shall not be
effective in the event that legislation is
enacted which specifies a method for
allocating these funds....................................
