and to work with local jurisdictions in these
regards. Policy decisions regarding the
expenditures of such funds shall be made
jointly by the Special Secretary for Children,
Youth and Families and the Secretaries of
Health, Human Resources, Juvenile
Services, Budget and Fiscal Planning and
the State Superintendent of Education.
These funds are not limited to expenditures
considered part of the general State school
funds, provided that $2,100,000 of this
appropriation will be reduced contingent
upon the enactment of legislation increasing
a county's share in the cost of educating
children with disabilities in non-public
programs.

Funds are appropriated in the Departments of
Health and Mental Hygiene, Human
Resources and Juvenile Services budgets to
pay for services provided by this program.
Authorization is hereby granted to use these
receipts as special funds for operating
expenses in this program.
