expended for a project that does not have an
approved program plan as required by §
3-602 of the State Finance and Procurement

Further provided that no funds may be
expended to study electromagnetic field

Funds are appropriated in the Department of
the Environment budget to pay for services
provided by this program. Authorization is
hereby granted to use these receipts as
special funds for operating expenses in this
program.
