Dear Mr. Speaker:                                         

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1021.

This bill provides that services performed by an individual as a volunteer test subject in
scientific or medical research is not covered employment for unemployment insurance
purposes, unless the individual is employed by a non-profit organization or governmental
entity.

Senate Bill 747, which was passed by the General Assembly and signed by me on April 11,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1021.

AN ACT concerning

Unemployment Insurance - Volunteer Test Subjects

FOR the purpose of specifying that services performed by a volunteer test subject who
participates certain volunteer test subjects who participate in scientific, medical, or
drug-related research may not be considered covered employment under the
unemployment insurance law.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
