H.B. 624

(1) STATE JURISDICTION OVER THE CONSTRUCTION OF PIERS AND
BULKHEADS IN STATE AND PRIVATE WETLANDS DESIGNATED UNDER THIS TITLE; AND

(2) LOCAL JURISDICTION OVER:

(I) THE CONSTRUCTION OF PIERS AND BULKHEADS LANDWARD OF
THE BOUNDARY LINES OF STATE AND PRIVATE WETLANDS AS MAPPED UNDER THIS
TITLE; AND

(II) ZONING DIVISIONAL LINES AND BUILDING CODES.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October June October 1, 1995.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 624.

This bill increases by $5 the amount assessed against a person convicted of a crime that
goes to the Victims of Crime Fund. The bill prohibits a court from waiving the assessment
unless the defendant establishes indigence.

Senate Bill 709, which was passed by the General Assembly and signed by me on May 18,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 624.

AN ACT concerning

Courts - Court Costs - Victims of Crime

FOR the purpose of requiring certain persons who have committed certain crimes to pay
certain costs to certain courts; defining certain terms; providing for the deposit of
certain collected court costs into certain funds; providing that the Maryland Victims
of Crime Fund shall be used for certain purposes to benefit certain persons;
prohibiting certain courts from waiving certain court costs under certain
circumstances; imposing an additional court cost on persons who are convicted of
certain types of crimes; requiring that certain fees up to a certain amount be distributed
