H.B. 407

VETOES

(7)     An adult who has care and control of the minor under an order of a
court or by commitment by a court to the care of an agency of the State or county if the
adult reasonably believes the minor needs immunization; or

(8)     For minors in its care and custody, the Department of Juvenile
[Services] JUSTICE.

(c) When a parent has been contacted and requested to consent to the
immunization of a minor, the Department of Juvenile [Services] JUSTICE may consent to
the immunization of a minor in its care and custody if the parent:

(1)     Has not acted on the request; and

(2)     Has not expressly denied to the Department of Juvenile [Services]
JUSTICE the authority to consent to the immunization of the minor.

24-804.

(b) The oversight committee shall consist of:

(1)     Two representatives from academia who specialize in public health
issues;                                                   

(2)     One representative from law enforcement, nominated by the Secretary
of the Department of Public Safety and Correctional Services;

(3)     One representative of the Baltimore City Police Department;

(4)     Two representatives from the Department of Health and Mental
Hygiene, the Department of Juvenile [Services] JUSTICE, or the Department of
Education, nominated by the Secretary of Health and Mental Hygiene;

(5)     One representative of a Baltimore City community group;

(6)     One representative of an AIDS advocacy group;

(7)     One drug abuse treatment counselor;

(8)    One recovering injecting drug user; and

(9)     Up to three other individuals whom the Mayor of Baltimore City
determines to be appropriate for appointment to the oversight committee.

(b) The principal departments of the Executive Branch of the State government

are:

(1)     Agriculture;

(2)     Budget and Fiscal Planning;

(3)     Economic and Employment Development;
