The state may not demolish, lease, move,
donate, sell, or in any way transfer
ownership or control of the property known
collectively as the "Baltimore Life Building"
until:

(1)    The Departments of Budget and Fiscal
Planning and Transportation have jointly
submitted a written plan for use or
disposition of the building, which also
indicates how the state will recoup its $7,5
million investment; and

(2)    The budget committees have reviewed
and commented upon the plan or 45 days
have elapsed from the date the plan is
received by the committees.
