SECTION 2. AND 1. BE IT FURTHER ENACTED BY THE GENERAL
ASSEMBLY OF MARYLAND, That the Laws of Maryland read as follows:
Article 2B - Alcoholic Beverages
15-301.
(A) BY USUAL LEGISLATIVE ENACTMENT ORDINANCE, THE DORCHESTER
COUNTY COMMISSIONERS MAY ABOLISH THE DORCHESTER COUNTY DISPENSARY
SYSTEM.
(B) IF THE COUNTY COMMISSIONERS ENACT SUCH AN ORDINANCE, IT SHALL
NOTIFY THE FOLLOWING AN ORDINANCE UNDER SUBSECTION (A) OF THIS SECTION,
THE COMMISSIONERS SHALL NOTIFY THE;
(1) OFFICE OF THE COMPTROLLER; AND
(2) DEPARTMENT OF LEGISLATIVE REFERENCE.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.
15-105.
(A) The respective Boards of County Commissioners shall ex officio constitute the
Boards of License Commissioners in Dorchester and Kent Counties. In Howard County, the
County Council shall ex officio constitute the Board of License Commissioners.
(B) (1) IN DORCHESTER COUNTY, THE COUNTY COMMISSIONERS MAY APPOINT
A SUBSTITUTE MEMBER TO THE BOARD OF LICENSE COMMISSIONERS.
(2) THE SUBSTITUTE MEMBER SHALL BE FROM THE SAME COUNTY
COMMISSIONER DISTRICT AS THE APPOINTING COUNTY COMMISSIONER.
(3) THE SUBSTITUTE MEMBER SERVES AT THE WILL OF THE APPOINTING
COUNTY COMMISSIONER AND SHALL SERVE FOR AS LONG AS THE APPOINTING COUNTY
COMMISSIONER REMAINS IN OFFICE AS COUNTY COMMISSIONER.
(4) THE SUBSTITUTE MEMBER HAS ALL THE POWERS, AUTHORITY, AND
DUTIES OF THE APPOINTING COMMISSIONER WHEN ACTING ON THE BOARD.
15-112.
(a) The several boards of license commissioners herewith are authorized and
empowered to issue the alcoholic beverages licenses provided for by this article in their
respective jurisdictions.
(b) The respective board shall be authorized to employ a secretary and such inspectors,
clerical and other assistance as may be necessary, and to fix the compensation of such
employees, except as otherwise provided by this article.
