(E) THE BORROWING POWERS GRANTED TO THE COUNTY IN THIS SECTION
ARE SUPPLEMENTAL AND IN ADDITION TO ANY OTHER BORROWING POWERS
WHICH HAVE BEEN OR MAY BE GRANTED TO THE COUNTY.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 325.

This amended bill authorizes the Dorchester County Commissioners to abolish, by local
ordinance, the county dispensary system established by State law. If such an ordinance is
enacted the Office of the Comptroller and Department of Legislative Reference are to be
notified.

Senate Bill 469, which was passed by the General Assembly and will be signed by me on
May 25, 1995, accomplishes the same purpose. Therefore, it is not necessary for me to
sign House Bill 325.

AN ACT concerning

Dorchester County - Alcoholic Beverages
(Dispensary System)

FOR the purpose of authorizing the Dorchester County Commissioners, by usual
l
egislative enactment ordinance, to abolish the alcoholic beverages dispensary
system in the County; requiring that, if that action is taken if the dispensary system
is abolished by ordinanc
e;—certain units of State government be notified;
renumbering; and generally relating to
terminating, in Dorchester County, the
alcoholic beverages dispensary system and the Liquor Control Board; authorizing the
appointment of a substitute member to the Board of License Commissioners; providing
for the appointment, powers, authority, and duties of the substitute member; repealing
certain powers, duties and obligations of the Liquor Control Board and the dispensary
system; prohibiting the Board of License Commissioners or their employees from having
certain financial interest; providing for a certain termination date and procedure, subject
