make other information releases necessary to protect the public. The bill also requires the
courts to have each person convicted of a "sexually violent offense" evaluated by an
expert to determine if the offender is a "sexually violent predator."
Senate Bill 79, which was passed by the General Assembly and signed by me on May 9,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 230.

AN ACT concerning
Child Criminal and Child Sex Offenders - Notification and Registration
FOR the purpose of requiring a person who is convicted of sexual abuse of a child or
certain sexual offenses involving a child under a certain age to register with the
Maryland State Police certain criminal offenses to register with the Department of
Public Safety and Correctional Services; requiring a person to register under this
Act within a certain period of time; providing for the notification of the
requirements of this Act; requiring that certain sex offenders be provided with
certain forms and the opportunity to complete and file the forms under certain
circumstances; specifying the contents of a registration statement; requiring the
State Police Department to send certain information to certain law enforcement
agencies; requiring the State Police Department to maintain a registry of child sex
offenders; allowing the release of certain information in the registry under certain
circumstances; establishing certain procedures for the registration and notification
of changes of address; providing for the periodic verification of certain information;
providing for procedures and determinations concerning sexually violent predators;
providing for the application of certain requirements under this Act under certain
circumstances; allowing the Department to adopt regulations under certain
circumstances; establishing certain penalties; providing for the prospective
application of this Act; defining certain terms; and generally relating to registration
of persons convicted of sexual abuse of a child or sexual offenses involving a child
certain criminal offenses, certain supervising authorities to send written notice of the
release of a child sexual offender to the local law enforcement agency in the county
where the offender will reside; requiring that the written notice contain certain
information; requiring that such notice be sent to certain persons upon request and to
certain other persons under certain circumstances; requiring a child sexual offender to
register with the local law enforcement agency within a certain period; requiring a local
law enforcement agency to send a certain notice to the county superintendent within a
certain period; requiring the county superintendent to send a certain notice to the
principals of the schools within the supervision of the superintendent within a certain
period; allowing a local law enforcement agency to send a certain notice to certain other
organizations under certain circumstances; requiring a local law enforcement agency to
establish procedures for carrying out certain parts of this Act; establishing certain
