H.B. 204                                                 VETOES

(B) THE PRESIDENT OF THE COUNTY BOARD IS ENTITLED TO RECEIVE $3,000
ANNUALLY AS COMPENSATION AND THE OTHER MEMBERS ARE ENTITLED TO
RECEIVE $2,000 EACH ANNUALLY AS COMPENSATION.

3-2A-04.

(A)  THE COUNTY BOARD SHALL MEET AT LEAST ONCE EACH MONTH.

(B)     EXCEPT FOR THOSE ACTIONS AUTHORIZED BY SUBSECTION (C) OF THIS
SECTION, ALL ACTIONS OF THE COUNTY BOARD SHALL BE TAKEN AT A PUBLIC
MEETING AND A RECORD OF THE MEETING AND ALL ACTIONS SHALL BE MADE
PUBLIC.       

(C)     THE COUNTY BOARD MAY TAKE ACTIONS IN CLOSED SESSION IN
ACCORDANCE WITH § 10-508 OF THE STATE GOVERNMENT ARTICLE.

SECTION 2. AND BE IT FURTHER ENACTED, That before this Act becomes
effective it shall first be submitted to a referendum of the legally qualified voters of
Calvert County at a special election to be held on September 5 12, 1995. The cost of the
special el
ection, if any, shall be paid by the Board of County Commissioners. The Board
of County Commissioners and the Board of Supervisors of Elections of Calvert County
shall do those things necessary and proper to provide for and hold the referendum
r
equired by this section. If a majority of the votes cast on the question are "For the
referred law" the provisions of this Act shall become effective on October 1, 1995, but if
a majority of the votes cast on the question are "Against the referred law" the provisions
of this Act are of no effect and null and void.

SECTION 3. AND BE IT FURTHER ENACTED, That before Section 1 or Section 2
of this Act becomes effective, each of these Sections shall first be submitted to a special
referendum of the legally Qualified voters of Calvert County to be held on November
7, 1995.
The cost of the referendum, if any, shall be paid by the Calvert County Board of County
Commissioners. The Calvert County Board of County Commissioners and the Calvert County
Board of Supervisors of Elections shall do those things necessary and proper to provide for and
hold the referendum required by this section. There shall be printed on the ballots or ballot
labels to be used at this election the title of this Act and underneath the title, on separate lines,
a square or box to the right of and opposite the words: "For a School Board Appointed by the
County Commissioners (Section 1 of this Act)" and a corresponding square or box to the right
of and opposite the words "For a School Board Elected by the Voters of Calvert County
(Section 2 of this Act)" so that each voter of the county may designate his or her decision
concerning the selection of the members of the Calvert County Board of Education. A voter
may choose only one of the methods of selection. The section that receives a number of votes
larger than the number of votes cast for the other section shall become effective on December
1, 1995. The section that did not receive the larger number of votes in the election shall be of
no effect and null and void. If the two sections each receive the same number of votes, thereby
creating a tie, then both of the sections shall be of no effect and null and void.

SECTION 4. AND BE IT FURTHER ENACTED, That, pursuant to Article III,
Section 35 of the Constitution of Maryland, this Act may not be construed to extend or apply
to the salary or compensation of the President and members of the Calvert County Board of
