(2) BEFORE REMOVING A MEMBER, THE STATE SUPERINTENDENT SHALL
SEND THE MEMBER A COPY OF THE CHARGES AGAINST THE MEMBER AND GIVE THE
MEMBER AN OPPORTUNITY WITHIN 10 DAYS TO REQUEST A HEARING.

(3) IF THE MEMBER REQUESTS A HEARING WITHIN THE 10-DAY PERIOD:

(I) THE STATE SUPERINTENDENT PROMPTLY SHALL HOLD A
HEARING, BUT THE HEARING MAY NOT BE SET WITHIN 10 DAYS AFTER THE STATE
SUPERINTENDENT SENDS THE MEMBER A NOTICE OF THE HEARING; AND

(II) THE MEMBER SHALL HAVE AN OPPORTUNITY TO BE HEARD
PUBLICLY BEFORE THE STATE SUPERINTENDENT IN THE MEMBER'S OWN DEFENSE, IN
PERSON, OR BY COUNSEL.

(4) A MEMBER REMOVED UNDER THIS SUBSECTION HAS THE RIGHT TO A
DE NOVO REVIEW OF THE REMOVAL BY THE CIRCUIT COURT FOR CALVERT COUNTY.

(J) AT ITS FIRST MEETING AT THE BEGINNING OF EACH CALENDAR YEAR, THE
COUNTY BOARD SHALL ELECT A PRESIDENT AND A VICE-PRESIDENT FROM AMONG ITS
MEMBERS.

(K) THE PRESIDENT OF THE COUNTY BOARD IS ENTITLED TO RECEIVE $3,000
ANNUALLY AS COMPENSATION AND THE OTHER MEMBERS ARE ENTITLED TO RECEIVE
$2,000 EACH ANNUALLY AS COMPENSATION.

(L) (1) THE COUNTY BOARD SHALL MEET AT LEAST ONCE EACH MONTH.

(2) EXCEPT FOR THOSE ACTIONS AUTHORIZED BY PARAGRAPH (3) OF THIS
SUBSECTION, ALL ACTIONS OF THE COUNTY BOARD SHALL BE TAKEN AT A PUBLIC
MEETING AND A RECORD OF THE MEETING AND ALL ACTIONS SHALL BE MADE PUBLIC.

(3) THE COUNTY BOARD MAY TAKE ACTIONS IN CLOSED SESSION IN
ACCORDANCE WITH § 10-508 OF THE STATE GOVERNMENT ARTICLE.

(M) THE TERMS OF THE MEMBERS OF THE COUNTY BOARD WHO TAKE OFFICE ON
JANUARY 1, 1997 SHALL EXPIRE AS FOLLOWS:

(1) TWO MEMBERS IN 2001;

(2) TWO MEMBERS IN 2002; AND

(3) ONE MEMBER IN 2003.

SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland read as
follows:

Article - Education

3-113.

(a) In the following counties, the members of the county board shall be elected:

(1)     Allegany;

(2)      CALVERT;
