SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 848.
This amended bill provides for the renovation and expansion of the Ocean City
Convention Center jointly by the Maryland Stadium Authority and the town of Ocean
City. It establishes an Ocean City Convention Center Facility and an Ocean City
Convention Center Financing Fund. The authority is authorized to issue up to
$17,340,000 in bonds for the purposes of the facility.
House Bill 1370, which was passed by the General Assembly and will be signed by me on
May 25, 1995, accomplishes the same purpose. Therefore, it is not necessary for me to
sign Senate Bill 848.

AN ACT concerning
Maryland Stadium Authority - Ocean City Convention Center Renovation and Expansion
FOR the purpose of authorizing the Maryland Stadium Authority to provide for the
renovation and expansion of the Ocean City Convention Center; altering the
Authority's powers; providing that certain lease payments to the Authority
appropriated by the State for certain facilities be maintained in certain funds;
providing a certain exception to the Authority's duty to comply with certain
planning, zoning, and development regulations; placing certain restrictions on the
issuance of certain bonds by the Authority; prohibiting the Authority from closing
on the sale of certain bonds or otherwise borrowing money in excess of a certain
amount with respect to the Ocean City Convention Center facility unless the
Authority has secured certain deeds, leases, or written agreements with Ocean City;
establishing the Ocean City Convention Center Financing Fund; providing for the
purposes, composition, and investment of the Fund; requiring the Authority, in
