funds allocated to all service delivery areas under Title II-A of the federal act plus the
total amount of funds allocated to the Department of [Economic and Employment
Development] LABOR, LICENSING, AND REGULATION and all service delivery areas
under Title III of the federal act.
(2) Funds shall be allocated to the Department OF LABOR, LICENSING,
AND REGULATION by multiplying the total amount of authorized funds by a ratio
derived by dividing the funds allocated to the Department under Title III of the federal
act by the sum of the funds allocated to all service delivery areas under Title II-A of the
federal act plus the total amount of funds allocated to the Department and all service
delivery areas under Title III of the federal act.
(3) Funds used for monitoring, auditing, and disbursement of training
allowances shall not exceed 5 percent of the funds authorized under this section.
(f) The Secretary of [Economic and Employment Development] LABOR,
LICENSING, AND REGULATION shall submit to the State council for review and comment
the Department's plan for the financial assistance program established by this section to
supplement available federal funds under the Job Training Partnership Act and State and
federal funds provided to implement the Family Support Act of 1988.
(g) The Secretary of [Economic and Employment Development] LABOR,
LICENSING, AND REGULATION may adopt rules and regulations to administer this
section.
(h) The Secretary of [Economic and Employment Development] LABOR,
LICENSING, AND REGULATION shall report to the Governor and, subject to § 2-1312 of
the State Government Article, to the General Assembly on the number of individuals
served and the levels and total amount of payments under this section.

Any contract for printing for the State shall be made through or with the approval
of the Secretary except for:
(1) a contract for printing for the General Assembly and its' staff agencies;
(2) a contract for printing a record or brief for the Office of the Attorney
General; [and]
(3) a contract for printing of the Maryland Reports or the Maryland
Appellate Reports; AND
(4) A CONTRACT FOR PRINTING FOR THE DEPARTMENT OF BUSINESS
AND ECONOMIC DEVELOPMENT.
