S.B. 810

(1)     Convey title to the energy project or projects to the person, free and
clear of all liens and encumbrances, all to the extent that title to the energy project or
projects shall not, at the time, then be vested in the person; and

(2)     Release securities held as collateral by a trustee or trustees under the
trust agreement or determination to the person, which had, under the trust agreement or
determination, deposited and turned over the securities to a trustee or trustees in order
to assure the full payment and retirement of the bonds, free and clear of all liens and
encumbrances, all to the extent that title to the securities shall not, at the time, then be
vested in the person.

(a)     The Administration does not have the power of eminent domain.

(b)     Nothing in this subtitle may be construed to alter or restrict the zoning or land
use planning authority of any county, incorporated municipality or other public
instrumentality of the State.

[6-320.] 6-420.

Upon the dissolution of the Administration or any successor to the Administration,
title to all property owned by the Administration or any successor to the Administration
shall vest in the State.

[6-321.] 6-421.

(a)     The provisions of this subtitle are severable and if any of its provisions are
held unconstitutional by any court of competent jurisdiction, the decision of the court
shall not affect or impair any of the remaining provisions.

(b)     The provisions of this subtitle are supplemental and additional to the powers
conferred by other laws and they are not in derogation of any power now existing.

Subtitle [6.] 5. Defense Adjustment Loan Fund.

[3-601.] 6-501.

(a)     In this subtitle the following words have the meanings indicated.

(b)     "Committee" means the Defense Adjustment Financing Committee.

(c)     "Defense contractors" means companies that have over the 5 years before
their application for a defense adjustment loan derived a substantial amount of their
revenues from defense contracts.

(d)     "Fund" means the Defense Adjustment Loan Fund.

(e)     (1) "Working capital" means funds to be used for current operations of a
business.

(2) "Working capital" includes FUNDS FOR supplies, materials, labor,
equipment, rent, software, marketing, insurance, and fees for professional services.
