(d) The Secretary of the Department shall serve as the chairperson of the
International Cabinet. The Director of the Maryland International Division shall report
not less than twice annually to the International Cabinet on the status of the State's
international activities. The Department shall provide staff support to and coordinate the
activities of the International Cabinet.]

[7-103.

(a)     There is a Private Sector Advisory Council established to:

(1)     Advise the Governor, the International Cabinet, and the General
Assembly on policies concerning the State's role in international trade, commerce,
tourism, direct foreign investment, and related international activities, including the
initiation of new programs or strategies to enhance the development of international
opportunities for Maryland citizens;

(2)     Foster coordination and communication between public entities and the
private sector involved in international activities;

(3)     Evaluate the effectiveness of State and local programs designed
primarily to promote or assist in international activities and make recommendations for
their continued improvement; and

(4)     Assess, and make appropriate recommendations, concerning changes in
federal programs designed to promote or assist in international activities.

(b)     (1) The Council shall consist of 19 members.

(2)     The Governor shall appoint 17 members who shall be selected from a list
of candidates developed by the International Cabinet from recommendations of
organizations engaged in international trade, commerce, tourism, direct foreign
investment, and related international activities.

(3)     The Governor shall appoint 2 members who shall be elected officials of
local government or their designees.

(c)     (1) The terms of members shall be 4 years.

(2)     The terms of these members are staggered as required by the terms of
the members on July 1, 1989.

(3)     A member may serve not more than 2 consecutive terms.

(4)     Each member of the Council shall serve without compensation but shall
be entitled to reimbursement for expenses under the Standard State Travel Regulations.

(d)     The Council may establish its own procedures and voting requirements.

(e)     The Maryland International Division shall provide the Council with the
necessary staff and support services.

(f)      (1) By December 1 of each year, the Council shall report on its activities to
the Governor and, subject to § 2-1312 of the State Government Article, to the General
Assembly and submit any recommendations as provided in subsection (a) of this section.
