[1-204.] 2-104.

[(a) The following agencies, boards, commissions, councils, corporations,
authorities, and divisions shall be included within the Department:

(1)     Division of Business Development;

(2)     Division of Employment and Training;

(3)     Division of Tourism and Promotion;

(4)    Maryland Advisory Commission on Atomic Energy;

(5)    Maryland Industrial Development Financing Authority;

(6)    Board of Appeals; and

(7)    Maryland International Division.]

[(b)](A) The Department shall [also] include such [other] DIVISIONS,
agencies, OFFICES, commissions, boards, committees, councils or units of government as
[may hereafter] DETERMINED BY THE SECRETARY OR pursuant to law [be] ARE
declared to be part of the Department.

[(c)](B) (1) The Department shall establish the advisory OR DECISION
MAKING councils, boards, and committees as shall be determined by the Governor [and]
OR the Secretary.

(2)     The [advisory] bodies shall advise and assist the Secretary on matters
pertaining to policies, programs, and activities of the Department.

(3)     The size, qualifications, method of appointment, terms, compensation,
manner of removal, and method of filling vacancies shall be as determined by the
Governor [and] OR the Secretary.

[1-205.] 2-105.

(a)     The Secretary shall be responsible for the budget of his office and for the
budgets of the other boards, offices, and agencies within the jurisdiction of the
Department.

(b)     [The] SUBJECT TO THE PROVISIONS OF TITLE 1 OF THIS ARTICLE, THE
Secretary shall be responsible for promulgating rules and regulations for his office. He
shall review and shall have the power to approve or disapprove or revise the rules and
regulations of all of the boards, offices, agencies, commissions, or other units within the
jurisdiction of the Department.

(c)     The Secretary shall have a seal for purposes of authentication of copies of
records or papers in his office.
