21-1209.

(A) NOTWITHSTANDING ANY OTHER PROVISION OF THIS TITLE, THE DRIVER
OF A VEHICLE SHALL EXERCISE DUE CARE TO AVOID COLLIDING WITH ANY
BICYCLE BEING RIDDEN BY A PERSON.

[(a)](B) A person may not throw any object at or in the direction of any person
riding a bicycle.

[(b)](C) A person may not open the door of any motor vehicle with intent to
strike, injure, or interfere with any person riding a bicycle.

SECTION 3. AND BE IT FURTHER ENACTED, That the Laws of Maryland
read as follows:

There is hereby created the Washington metropolitan area transit zone, which shall
embrac
e the District of Columbia, the cities of Alexandria, Falls Church and Fairfax and
the counties of Arlington and Fairfax and political subdivisions of the Commonwealth of
Virginia located within those counties, and the counties of Montgomery and Prince
Georg
e's in the State of Maryland and political subdivisions of the State of Maryland
locat
ed in said counties.

There is hereby created, as an instrumentality and agency of each of the signatory
parti
es hereto, the Washington Metropolitan Area Transit Authority which shall be a
body corporate and politic, and which shall have the powers and duties granted herein
and such additional powers as may her
eafter be conferred upon it pursuant to law.

(e) The Authority shall have the power to adopt rules and regulations for the safe,
conv
enient and orderly use of the transit facilities, including the payment and the manner
of the payment of fares or charges therefor, the protection of the transit facilities, the
control of traffic and parking upon the transit facilities, and the safety and protection of
the riding public. THE AUTHORITY SHALL ADOPT REGULATIONS FOR THE
REASONABLE ACCOMMODATION BY THE YEAR 2000 OF PASSENGERS CARRYING
BICYCLES ON ALL TRANSIT VEHICLES PROVIDING TRANSIT SERVICES IN THE
TRANSIT ZONE. In the event that any such rules and regulations contravene the laws,
ordinances or regulations or police operational rules of a signatory or any political
