Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 624.

This amended bill requires the Governor to include $41 million in general funds in fiscal
1997 in the state budget for local health services. For fiscal 1998 and subsequent years,
the fiscal 1997 funding is to be adjusted for inflation and population growth for the
second preceding fiscal year (i.e., fiscal 1996 actuals for fiscal 1988).

House Bill 314, which was passed by the General Assembly and will be signed by me on
May 25, 1995, accomplishes the same purpose. Therefore, it is not necessary for me to
sign Senate Bill 624.

AN ACT concerning

Local Health Services Funding

FOR the purpose of requiring the Governor to include a certain amount Of funding for
the provision of local health services in the budget beginning with a certain fiscal
year; specifying certain adjustments to the amount of funding; specifying the use of
certain appropriations; requiring a certain minimum level of funding for each
subdivision under certain circumstances; and generally relating to funding for local
health services in the counties.
