VETOES
SECTION 2. AND BE IT FURTHER ENACTED, That if any provision of this Act
or the application thereof to any person or circumstance is held invalid for any reason in
a court of competent jurisdiction, the invalidity does not affect other provisions or any
other application of this Act which can be given effect without the invalid provision or
application, and for this purpose the provisions of this Act are declared severable.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995 and shall apply to all distributorships in existence on or after October 1,
1995.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 465.
This bill clarifies that the Dorchester County Commissioners are to provide the Sheriff's
Office operating costs, not including jail operating costs. The bill also allows the Sheriff to
appoint employees as approved in the County budget at salaries set by the commissioners,
and provides that if an employee of the Sheriff's Office is appointed as Chief Deputy and
is removed from office for a reason other than cause, the person may resume his or her
employment status.
House Bill 299, which was passed by the General Assembly and signed by me on April 11,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 465.

AN ACT concerning
Dorchester County - Sheriff and Chief Deputy Sheriff
FOR the purpose of altering the law, in Dorchester County, concerning the Sheriff and
the chief deputy sheriff; authorizing the Sheriff to appoint certain staff as approved
in the County Budget; specifying that if an employee of the Sheriff's Office is
appointed as chief deputy sheriff and is subsequently removed under certain
circumstances, the person may resume the employment status held prior to the
appointment to the chief deputy sheriff's position; requiring the chief deputy sheriff
to perform certain duties and functions; making certain stylistic changes; making
