(3) The notice requirements of § 16-203(b) of this subtitle do not apply
when:

(i) The lienor conducts auctions as a business in this State and is
required to maintain records under § 15-113 of the Transportation Article; and

(ii) The lien arises out of that business.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 306.

This bill requires the Governor to include in the annual budget bill an appropriation to
the Jack F. Tolbert Memorial Student Grant Program of at least $200,000 annually
beginning with fiscal 1997. The bill also adds to existing criteria that must be met by a
private career school at which Tolbert Grants may be used.

House Bill 527, which was passed by the General Assembly and signed by me on May 18,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 306.

AN ACT concerning
