May 24, 1995

The Honorable Thomas V. Mike Miller, Jr.
President of the Senate
State House
Annapolis MD 21401

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 80.

This bill authorizes Montgomery County to grant a property tax exemption on the portion
of real property owned or leased by the American Association of Blood Banks,
Incorporated that is used exclusively for the charitable or educational purposes of that
organization. Further, the bill exempts the organization from state property taxes,
contingent upon whether Montgomery County provides the organization with a local
property tax exemption.

House Bill 128, which was passed by the General Assembly and signed by me on May 9,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 80.
