Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 52.

This bill amends the Baltimore and Ohio Railroad Museum Loan of 1993 by extending
from June 1, 1995 to June 1, 1997, the time that the Baltimore and Ohio Railroad
Museum, Inc. has to provide evidence to the Board of Public Works that the $750,000
matching fund will be provided.

House Bill 51, which was passed by the General Assembly and signed by me on May 9,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 52.

AN ACT concerning

Baltimore and Ohio Railroad Museum Loan of 1993

FOR the purpose of amending Chapter 549 of the Acts of the General Assembly of 1993,
the Baltimore and Ohio Railroad Museum Loan of 1993, to extend the time by
which the Board of Directors of the Baltimore and Ohio Railroad Museum, Inc.
shall present to the Board of Public Works evidence that a matching fund has been
provided and to alter the purposes of the grant.

BY repealing and reenacting, with amendments,

Chapter 549 of the Acts of the General Assembly of 1993
Section 1

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Baltimore and
Ohio Railroad Museum Loan of 1993 in a total principal amount equal to the lesser of (i)
$750,000 or (ii) the amount of the matching fund provided in accordance with Section
1(5) below. This loan shall be evidenced by the issuance, sale, and delivery of State
