adopt certain regulations; requiring the Insurance Administration, in conjunction
with the Department of Health and Mental Hygiene, to study a certain issue and
report its findings in a certain manner; requiring a carrier with which an employer,
association, or other private group arrangement is contracting to offer under certain
circumstances a dental point-of-service option as an additional benefit that an employee
or individual may accept or reject; requiring the Secretary of Health and Mental Hygiene,
jointly with certain other persons, to conduct a certain study related to Maryland Medical
Assistance Program recipients and submit a certain report by a certain date; requiring
the Governor's Task Force on Community Health Networks to study certain issues
and report its findings in a certain manner; providing for the applicability of this
Act; requiring the Health Care Access and Cost Commission to implement as an
additional benefit certain provisions of this Act for certain employers; providing for
the application of this Act; providing for the effective date of certain provisions of this
Act; defining certain terms; making provisions of this Act severable; and generally
relating to access to health care in this State.
