circumstances; authorizing now enrollees in a carrier's health benefit plan to remain
with a nonparticipating provider for a certain period under certain circumstances;
requiring the Insurance Commissioner and, in consultation with the Secretary of
Health and Mental Hygiene Hygiene, to adopt certain regulations; prohibiting a
carrier that reimburses a health care practitioner in a certain manner from
reimbursing the practitioner in an amount less than the negotiated sum or rate;
requiring a health maintenance organization with which an employer, association,
or other group arrangement is contracting to offer health insurance benefits or
contract with another carrier to offer under certain circumstances a
point-of-service option as an additional benefit that an employee or individual may
accept or reject; authorizing an employer, association, or other group arrangement
to require the employee or individual to pay the difference in the amount of the
premium; authorizing a carrier to impose different cost sharing provisions for the
point-of-service option under certain circumstances; requiring a carrier with which
an employer, association, or other private group arrangement is contracting to offer
under certain circumstances a dental point-of-service option as an additional benefit
that an employee or individual may accept or reject; requiring the Secretary of Health
and Mental Hygiene, jointly with certain other persons, to conduct a certain study related
to Maryland Medical Assistance Program recipients and submit a certain report by a
certain date; requiring the Governor's Task Force on Community Health Networks
to conduct a certain study of health care delivery networks and submit a report on
the results of the study on or before a certain date; defining certain terms; providing
for the application of this Act; requiring the Health Care Access and Cost Commission
to implement as an additional benefit certain provisions of this Act for certain employers;
providing for the effective date of certain provisions of this Act; making provisions of
this Act severable; and generally relating to access to health care in this State.
