A licensee whose average handle is [$300,000] $600,000 or less shall:

(1)     allocate 0.50% of each mutuel pool to the Commission as State tax;

(2)     subject to § 11-618 of this subtitle, allocate 0.25% of each mutuel pool to
the Maryland Harness Track Employees Pension Fund;

(3)     keep 18.00% of each regular mutuel pool;

(4)     keep 20.00% of each multiple mutuel pool on 2 horses; and

(5)     keep 26.00% of each multiple mutuel pool on 3 or more horses.

11-617.

(a) From a licensee's share of the takeout on each mutuel pool, the licensee
whose average handle is [$300,000] $600,000 or less shall allocate 1.75% to increased
purses.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.

AN ACT concerning

Ethics Law - Members of the General Assembly - Representation Before State Agencies

FOR the purpose of prohibiting a legislator from representing a person for compensation
before a State agency in any matter involving procurement or the adoption or
implementation of regulations; exempting representation in administrative
proceedings conducted in accordance with the contested case provisions of the
Administrative Procedure Act; and generally relating to the regulation of
transactions by members of the General Assembly.
