WHEREAS, Given the current level of the business of gambling activities
authorized by law in the State, the interest in expansion of forms of gambling, and the
need to improve the State's oversight and management of gambling activities, the General
Assembly finds that it is appropriate for the State to undertake a new role in regulating
and monitoring the business of gambling activities through the Maryland Gambling
Commission; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article—Business Regulation
TITLE 6A. GAMBLING ACTIVITIES.
SUBTITLE 1. DEFINITIONS; SCOPE.
6A-101.
(A) IN THIS TITLE THE FOLLOWING WORDS HAVE THE MEANINGS INDICATED.
(B) "COMMISSION" MEANS THE MARYLAND GAMBLING COMMISSION.
(C) "COUNTY" MEANS A COUNTY OR BALTIMORE CITY.
(D) "GAMBLING" MEANS TO CONDUCT A GAME PLAYED WITH CARDS, DICE,
EQUIPMENT OR ANY MECHANICAL, ELECTROMECHANICAL, OR ELECTRONIC
DEVICE OR MACHINE FOR MONEY, PROPERTY, CHECKS, CREDIT, OR ANY
REPRESENTATION OF VALUE, INCLUDING BINGO, SLOT MACHINES, TIP JARS,
RAFFLES, CHANCE BOOKS, PADDLE WHEELS, WHEELS OF FORTUNE, PUNCHBOARDS,
GAME TICKETS, CARD GAMES, DICE GAMES, OR PULL TABS.
(E) "GAMBLING ESTABLISHMENT" MEANS THE PREMISES, OTHER THAN A
CASINO OR COMMERCIAL BINGO ESTABLISHMENT, ON WHICH GAMBLING IS
CONDUCTED.
(F) "GAMBLING EQUIPMENT" MEANS ANY DEVICE, MECHANISM, MACHINE,
PRINTED MATTER, FIXTURE, FURNITURE, CONSTRUCTION, OR INSTALLATION FOR
USE IN CONNECTION WITH GAMBLING ACTIVITIES.
(G) "GAMBLING EQUIPMENT SUPPLIER" MEANS A PERSON WHO SELLS,
LEASES, DELIVERS, OR SUPPLIES GAMBLING EQUIPMENT.
(H) "LICENSEE" MEANS A PERSON LICENSED UNDER THIS TITLE.
(I) "PERSON" MEANS AN INDIVIDUAL, RECEIVER, TRUSTEE, GUARDIAN,
PERSONAL REPRESENTATIVE, FIDUCIARY, REPRESENTATIVE OF ANY KIND,
PARTNERSHIP, FIRM, ASSOCIATION, ORGANIZATION, GROUP, CORPORATION,
LIMITED LIABILITY COMPANY, OR OTHER ENTITY.
(J) "SUBSTANTIAL INTEREST" MEANS:
