of Licensing and Regulation; establishing a State tax on not gross receipts of
gambling activities; providing for a certain exemption, a maximum rate of the tax,
and other procedures related to the tax; providing for the distribution of the tax
revenue to counties and to special funds to be used by the Developmental
Disabilities Administration and the Mental Hygiene Administration; providing for
the membership, appointment, qualifications, oath, term, removal, ex-officio
members, chairman, quorum, meetings, compensation, executive director, staff, and
legal advisor of the Commission; providing for the general powers of the
Commission; requiring that the Commission adopt certain regulations; providing for
the general, regulatory, and licensing powers and duties of the Commission with
respect to certain persons that conduct gambling activities as authorized by law and
under this Act; providing for the Commission's powers and duties with respect to
suppliers of gambling equipment and the investigation and audit of gambling
activities and the Commission; authorizing the Commission to license not more than
a certain number of persons to operate casinos; providing for certain authority and
limitations in connection with casino gambling; providing that the Commission shall,
by regulation, set fees for licenses in amounts sufficient to cover the Commission's
costs of administering this Act; allowing, under certain circumstances, the
Commission to deny an application for an initial or renewed license or suspend or
revoke a license issued by the Commission under this Act or any regulations
adopted under this Act; providing that certain organizations and groups may be
exempt from licensure under this Act; prohibiting the transfer of a license or
interest in a license, except under certain circumstances; establishing a Joint
Executive-Legislative Task Force to Study Commercial Gaming Activities in
Maryland; providing for the membership, duties, and staffing of the Task Force;
requiring the Governor the President of the Senate and the Speaker of the House of
Delegates to appoint a Joint Committee on the Oversight of Gambling to designate
a chairperson of the Task Force to Study Commercial Gaming Activities in
Maryland; requiring the Task Force to issue a certain report; providing for the
termination of this Act; and generally relating to the establishment of the Joint
Executive-Legislative Task Force to Study Commercial Gaming Activities in
Maryland, providing for the membership and duties of the Joint Committee;
authorizing the Governor to appoint a Citizens' Advisory Council; making it
unlawful for certain individuals and organizations to conduct certain gambling
activities unless licensed under this Act; prohibiting certain acts and activities
relating to gambling under this Act; providing for certain hearings and cease and
desist orders; establishing the Maryland Gambling Commission Fund as a special
fund; providing certain penalties for violations of this Act; defining certain terms;
providing for the scope and application of this Act; requiring the Commission to
develop a certain plan and certain procedures to ensure that the licensing
requirements of this Act are implemented by a certain date; requiring the
Commission to make certain studies and reports; and generally relating to the
Maryland Gambling Commission under the Department of Licensing and
Regulation and the oversight and regulation of gambling activities in the State.
