assist in a casino night; authorizing requiring the governing body of Prince George's
County to establish a certain levy on the gross receipts from certain gaming
activities; providing for the membership, terms of office, and reimbursement for
expenses of the Casino Night Commission; requiring that the Casino Night
Commission each year submit a certain report to members of the House of
Delegates in the Prince George's County Delegation; specifying the terms of the
initial members of the Casino Night Commission; requiring certain permittees to
report certain information to the Comptroller of the Treasury by a certain date;
prohibiting certain false, fictitious, or fraudulent representations; authorizing the Sheriff
of Prince George's County and the Sheriff's deputies to conduct certain criminal
investigations related to applicants for casino night permits and individuals who
assist in conducting casino nights; limiting the number of permits that may be issued
by the County; authorizing the County to grant fewer than a certain number of
permits; providing for certain procedures and standards for the issuance and
renewal of casino night permits; restricting the use of the net proceeds of a casino
night in Prince George's County to certain purposes in Prince George's County;
providing for the term of a casino permit; making certain stylistic changes;
authorizing volunteers who assist organizations that conduct casino nights in Prince
George's County to accept gratuities from certain individuals; authorizing a person
that conducts a casino night to require the pooling and sharing of gratuities by
individuals who assist the person in conducting the casino night; prohibiting a
person from paying an individual who assists in conducting a casino night a salary or
compensation of any kind for assisting in conducting the casino night, with certain
exceptions; requiring the organizations to monitor and keep certain records relating
to the gratuities received by individuals at a casino night; providing that the Office
of the Sheriff of Prince George's County or its designee shall be given access by the
organizations to the records for inspection by the Sheriff's Office or its designee;
providing certain civil and criminal penalties; providing for the application of this
Act; providing for the termination of a part certain provisions of this Act; providing
that certain provisions may not be construed to authorize casino nights after a specified
date; making certain provisions of this Act an emergency measure; and generally
relating to the regulation of casino nights in Prince George's County.
