(1)     does or seeks to do any business OF ANY KIND, regardless of amount,
with the official's or employee's GOVERNMENTAL unit;

An individual who assists an executive unit in the drafting of specifications, an
invitation for bids, or a request for proposals for a procurement [contract], or a person
that employs the individual, may not:

(1) submit a bid or proposal for that procurement [contract]; or

(2)     assist or represent another person, directly or indirectly, who is
submitting a bid or proposal for that procurement [contract].

(d) If the report includes a finding under § 15-518(d)(2) of this subtitle, the
presiding officer shall promptly forward the report to an investigating committee created
pursuant to [§ 15-523] § 15-522 of this subtitle for further proceedings.

(c)     The procedures adopted by an educational institution under subsection (b)(2)
of this section shall include:

(2) other restrictions designed to prevent a substantial conflict with a faculty
member's duties to the educational institution [, not inconsistent with] WHILE
encouraging commercialization of university-owned technology; and

(b) (2) On the request of the individual WHOSE STATEMENT WAS EXAMINED
OR COPIED, the Ethics Commission shall forward a copy of that record to [the] THAT
individual.

(d)     (2) This section does not prohibit a regulated lobbyist from:

(ii) informing any [person] ENTITY of a position taken by a
candidate.

(a) In this section, "local official" includes:

[(2) an official, officer, or employee of a county or municipal corporation
whose position is funded wholly or partly by the State.]

(2) AN INDIVIDUAL, DESIGNATED AS A LOCAL OFFICIAL, WHOSE
POSITION IS FUNDED WHOLLY OR PARTLY BY THE STATE.
