Also in subsection (d) of this section, the former reference to the December
31, 1983 deadline is deleted as obsolete.

In subsection (d)(3) of this section, the words "other officials and" are added
to clarify the scope of the subsection and to make it consistent with the
terminology used in other provisions of this Part II. The Ethics Law Code
Revision Committee believes that this interpretation is consistent with the
legislative intent.

15-814. LOBBYING.

(A)     ADOPTION OF REGULATIONS.

A SCHOOL BOARD MAY ADOPT REGULATIONS RELATING TO LOBBYING OF
MEMBERS OF THE SCHOOL BOARD AND OF OFFICIALS AND EMPLOYEES OF THE
SCHOOL SYSTEM IN ACCORDANCE WITH THIS SECTION.

(B)     SIMILARITY TO STATE ETHICS LAW.

THE LOBBYING REGULATIONS ADOPTED BY A SCHOOL BOARD UNDER
SUBSECTION (A) OF THIS SECTION SHALL BE SUBSTANTIALLY SIMILAR TO THE
PROVISIONS OF SUBTITLE 7 OF THIS TITLE, BUT:

(1)     MAY BE MODIFIED TO THE EXTENT NECESSARY TO MAKE THE
PROVISIONS RELEVANT TO THAT SCHOOL SYSTEM; AND

(2)     MAY BE FURTHER MODIFIED TO THE EXTENT CONSIDERED
NECESSARY AND APPROPRIATE BY AND FOR THAT SCHOOL SYSTEM.

(C)     APPLICABILITY OF COUNTY PROVISIONS.

UNLESS A SCHOOL BOARD ADOPTS AND MAINTAINS LOBBYING REGULATIONS
UNDER THIS SUBTITLE, THE PROVISIONS ENACTED BY THE COUNTY UNDER § 15-806
OF THIS SUBTITLE SHALL APPLY TO THAT SCHOOL SYSTEM.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 40A, § 6A-301(b) and (c).

In subsection (c) of this section, the defined term "county" is substituted for
the former words "county or City of Baltimore". Similarly, the former words
"or city" are deleted as included in the defined term "county".

Also in subsection (c) of this section, the words "and maintains" are added to
clarify that a school board may not avoid coverage by adopting, and then
repealing, the specified regulations.

Also in subsection (c) of this section, the former reference to the December
31, 1983 deadline is deleted as obsolete.
