AN ACT concerning
Vehicle Laws—Baltimore City - School Vehicles - Operation of Flashing Lights
FOR the purpose of repealing certain exceptions for Baltimore City, and for municipal
corporations with populations over 100,000, from certain laws governing the
operation by school vehicles of warning signals and the overtaking of school vehicles
by other vehicles; extending to these jurisdictions the requirement that a school
vehicle operate certain warning lights under certain circumstances; extending to
these jurisdictions the prohibition against the overtaking and passing of a school
vehicle under certain circumstances; providing for the effective date of this Act; and
generally relating to overtaking and passing school vehicles.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Transportation
21-706.
(a) If a school vehicle is stopping or has stopped on a roadway and is operating
the alternately flashing warning lights specified in § 22-228 of this article,. the driver of
any other vehicle meeting or overtaking the school vehicle shall stop at least 20 feet from
the rear of the school vehicle, if approaching the school vehicle from its rear, or at least
20 feet from the front of the school vehicle, if approaching the school vehicle from its
front.
(b) If a school vehicle is stopping or has stopped on a roadway and is operating
the alternately flashing warning lights specified in § 22-228 of this article, the driver of
any other vehicle meeting or overtaking the school vehicle may not proceed until the
school vehicle resumes motion or the alternately flashing warning lights are deactivated.
(c) This section does not apply to the driver of a vehicle [:
(1) In Baltimore City;
(2) In an incorporated city or town that, according to the most recent
federal decennial census, has a population of more than 100,000 people; or
(3) On] ON a divided highway, if the school vehicle is on a different
roadway.
