(III) "PASSENGER COMPARTMENT' DOES NOT INCLUDE THE TRUNK
OF A VEHICLE, OR, IF THE VEHICLE IS NOT EQUIPPED WITH A TRUNK, THE CARGO
AREA BEHIND THE LAST UPRIGHT BACK SEAT.
(B) EXCEPT AS PROVIDED IN SUBSECTION (C) OF THIS SECTION, A PERSON
MAY NOT OPERATE A VEHICLE ON A PUBLIC HIGHWAY IN THIS STATE IF THE
VEHICLE CONTAINS A SPEED SURVEILLANCE DETECTION DEVICE.
(C) IT IS NOT A VIOLATION OF THIS SECTION FOR A PERSON TO POSSESS A
SPEED SURVEILLANCE DETECTION DEVICE IN A VEHICLE ON A PUBLIC HIGHWAY IF
THE DEVICE;
(1) IS NOT CONNECTED TO A POWER SOURCE AND IS INOPERABLE;
AND
(2) IS BEING TRANSPORTED OUTSIDE OF THE PASSENGER
COMPARTMENT OF THE VEHICLE.

(Q) ANY PERSON WHO IS CONVICTED OF A VIOLATION OF A 65 MILE AN HOUR
POSTED SPEED LIMIT IS SUBJECT TO A FINE OF NOT MORE THAN $1,000.
SECTION 2. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that the District Court of Maryland should establish a set schedule of
fines for speeding in excess of a posted speed limit of 65 miles an hour that is significantly
higher than the set schedule of fines for speeding in excess of a posted speed limit of 55
miles on hour.
SECTION 3. 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 1995 July 1. 1995.

AN ACT concerning
Woodrow Wilson Bridge and Tunnel Compact
FOR the purpose of establishing, through the Woodrow Wilson Bridge and Tunnel
Compact with the Commonwealth of Virginia and the District of Columbia, the
National Capital Region Woodrow Wilson Bridge and Tunnel Authority for the
purpose of constructing, maintaining, and operating a bridge, tunnel, or both a
bridge and tunnel across the Potomac River; authorizing the Authority to exercise
certain powers including the authority to issue revenue bonds and collect tolls;
requiring the Governor to execute the Compact; making this Act subject to a certain
contingency; requiring that certain studies be performed and reports thereon be
provided to the Governor of the State of Maryland and the Maryland General
