THE ORDINANCE SHALL ADDRESS THOSE POWERS, IF ANY, OF THE BOARD
CONCERNING THE APPOINTMENT AND COMPENSATION OF A MEDICAL EXAMINER,
EMPLOYMENT OF ADMINISTRATIVE PERSONNEL, APPLICATION PROCEDURES,
QUALIFICATIONS, AND PROCESS FOR APPOINTMENT OF DEPUTY SHERIFFS, AND
PROMOTIONS.
[(2) The Board shall appoint an experienced physician to serve as Medical
Examiner. It shall be the duty of the Medical Examiner to examine all applicants for
appointment as a Deputy Sheriff as to their physical and mental qualifications. The
Medical Examiner shall be paid on the basis of his professional services rendered and
shall be removed by the County Commissioners only for cause and after a hearing.
(3) The members of the Board shall be empowered to employ such
administrative assistance as may be necessary to administer their office. All vacancies on
the Board shall be filled for any unexpired terms in the same manner as the initial
appointment. The members of the Board shall take an oath to faithfully perform their
duties.
(4) , The appointment of Deputy Sheriffs and other employees shall be made
by the Board after such mental and physical examination as the Board may by rule deem
sufficient. All applicants shall be between the ages of twenty-one (21) and forty-five (45).
The Board shall publish notice of openings for applicants in two (2) newspapers of
general circulation in the county at least two (2) weeks before applications are received.
The number of Deputy Sheriffs from time to time shall be as determined by the Board of
Public Safety, subject to the approval of the Board of County Commissioners. All
Deputies employed on the effective date of this chapter who meet the qualifications set
by the Board shall be reappointed without having to reapply and shall be given full credit
for prior service.]
D. (1) (a) The sheriff shall devote full time to the duties of office.
(b) The sheriff is entitled to compensation in accordance with § 2-309
of the Courts and Judicial Proceedings Article.
(2) (a) The salaries of the Deputy Sheriffs, based on rank and length of
service, shall correspond to the salary schedule of the Maryland State Police employees as
set forth in Article 88B, § 23, of the Annotated Code of Maryland.
(b) As of July 1, 1979, all Deputy Sheriffs shall continue their position
with the following ranks: Patrolmen I are within Rank I; Patrolmen II are within Rank II;
Privates First Class are within Rank III; Corporals are within Rank IV, Sergeants are
within Rank V; Second Lieutenants are within Rank VI; First Lieutenants are within
Rank VII; Captains are within Rank VIII; [and] Majors are within Rank IX[.]; AND
LIEUTENANT COLONELS, IF ANY, ARE WITHIN Rank X [of the schedule of Article 88B,
§ 23, of the Annotated Code of Maryland shall not be applicable to the Deputy Sheriffs
of Charles County]. Any change or amendment in the salary schedule of Article 88B,
§ 23(a), of the Annotated Code of Maryland shall apply to the Deputy Sheriffs of Charles
County. As of July 1, 1979, each Deputy Sheriff shall be placed in the rank that
