AN ACT concerning

Surface Mining - Small Operations - DNR Assistance

FOR the purpose of repealing a certain alternative permit procedure for certain small
coal mining operations; requiring the Department of Natural Resources, on written
request of a surface mining operator whose probable annual production will not
exceed a specified amount, to assume certain costs relating to specified
requirements; requiring that specified activities be performed by certain qualified
entities; requiring the Department to provide or to assume the costs of providing
certain training to eligible coal operators and to make eligible operators aware of
available assistance; requiring a coal operator to reimburse the Department for
certain services if the Department finds that the operator exceeded certain
production levels; making a conforming change; and generally relating to assistance
to small surface mining operations by the Department of Natural Resources.
