(B) BY REGULATION, THE BOARD SHALL REQUIRE ANY UNIT, INCLUDING
THE UNIVERSITY OF MARYLAND SYSTEM, AUTHORIZED TO EXECUTE A
CONSTRUCTION CONTRACT FOR ANY NEW STATE FACILITY TO GIVE WRITTEN
NOTICE OF THE POTENTIAL CONSTRUCTION OF A NEW FACILITY AT LEAST 60 DAYS
BEFORE EXECUTION OF ANY RELATED CONSTRUCTION CONTRACT OR CONTRACT
FOR CONSTRUCTION RELATED SERVICES;
(1) TO THE GOVERNING BODY OF THE COUNTY WHERE THE FACILITY
WILL BE LOCATED; AND
(2) IF THE FACILITY WILL BE LOCATED WITHIN A MUNICIPAL
CORPORATION, TO THE GOVERNING BODY OF THE MUNICIPAL CORPORATION.
(C) WITHIN 30 DAYS AFTER RECEIVING NOTICE UNDER THIS SUBSECTION,
THE GOVERNING BODY MAY SUBMIT WRITTEN COMMENTS TO THE UNIT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.

AN ACT concerning
Maryland Higher Education Commission - Student Member Membership
FOR the purpose of allowing the student member of the Maryland Higher Education
Commission to vote on Commission business; altering the qualifications and
selection of the student member of the Commission; specifying the term the student
member of the Commission serves; allowing the student member to be a part-time
student employee; allowing for the reappointment of the student member clarifying
a certain quorum requirement; and generally relating to the selection and service of
the student member membership of the Maryland Higher Education Commission.
