WHEREAS, Since the chartering of Washington College in 1782, the State has
recognized th
e cost effectiveness and long-term benefits to the State of assuring the
continu
ed presence, diversity; and quality of its independent colleges and universities;

and

WHEREAS, The University of Maryland University College has served a vital role
in m
eeting the needs of Maryland's nontraditional and part-time students without the aid
of Stat
e resources; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

17-101.

(A) There is a program of State aid to nonpublic institutions of higher education
known as the Joseph A. Sellinger Program.

(B) FOR PURPOSES OF THIS SUBTITLE, BEGINNING IN FISCAL YEAR 1997,
UNIVERSITY OF MARYLAND UNIVERSITY COLLEGE IS DEEMED A NONPUBLIC
INSTITUTION OF HIGHER EDUCATION.

17-104.

(a) The Maryland Higher Education-Commission shall compute the amount of
the annual apportionment for each institution that qualifies under this subtitle by
multiplying:

(1) The number of full-time equivalent students enrolled at the institution
during the fall semester of the fiscal year preceding the
fiscal year for which the aid
apportionment is mode, as determined by th
e Maryland-Higher Education Commission

times;

(2) (I) [An] FOR THE FISCAL YEAR THAT BEGINS JULY 1, 1996, AN
amount equal to [16] 17 16.5 p
ercent of the State's General Fund per full-time equivalent
stud
ent appropriation to the 4-year public institutions of higher education in this State
for the preceding fiscal year;

(II) FOR THE FISCAL YEAR THAT BEGINS JULY 1, 1997, AN AMOUNT
EQUAL TO 18
17 PERCENT OF THE STATE'S GENERAL FUND PER FULL TIME
EQUIVALENT
STUDENT APPROPRIATION TO THE 4-YEAR PUBLIC INSTITUTIONS OF
HIGHER EDUCATION IN THIS STATE FOR THE PRECEDING FISCAL YEAR;

(III) FOR THE FISCAL YEAR THAT BEGINS JULY 1, 1998, AN AMOUNT
EQUAL TO 19 17.5 PERCENT OF THE STATE'S GENERAL FUND PER FULL-TIME
EQUIVALENT
STUDENT APPROPRIATION TO THE A YEAR PUBLIC INSTITUTIONS OF
HIGHER EDUCATION IN THIS STATE FOR THE PRECEDING YEAR; AND
