extending indefinitely the Fair Campaign Financing Fund; altering provisions
relating to the availability and expenditure of the funds by recipients; requiring the
Comptroller to establish a voluntary tax add-on system that allows contributions to
the Fair Campaign Financing Fund up to a certain amount; requiring the State
Administrator of Election Laws to adopt certain regulations by a certain date; and
generally relating to the Fair Campaign Financing Act.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 33 - Election Code

31-1.

The General Assembly of Maryland, recognizing that our system of representative
government depends in part on guaranteeing that election campaigns are funded by the
people and for the people and on eliminating the corrupting and undemocratic effects of
large private contributions, finds and declares that an equitable means of public campaign
financing is necessary in these times for the continued effective functioning of
representative democracy.
